Kent County Council, Evaluation of services to support young people into employment in Kent

Kent County Council commissioned Carney Green, supported by NEF (New Economics Foundation) Consulting,  to evaluate services commissioned to support young people into employment in Kent, in order to inform the development of a Social Impact Bond (SIB). This involved reviewing available project documentation and output/outcome data, alongside consultation with project delivery staff.

The social value, in terms of the fiscal impact of each of the projects, was calculated by identifying transition outcomes and applying additionality factors and a financial proxy. The evaluation produced a number of implications for the future delivery of a SIB in Kent.

North East Derbyshire District Council, Ambition Sheffield City Region, Interim Evaluation and Forward Strategy

Carney Green were commissioned to deliver an interim evaluation and forward strategy for the Ambition SCR programme in the East Midlands. Ambition is an employability programme for 18-24 year olds across the city region which focuses on developing employment skills through the provision of a key worker. The aim of the evaluation was to enable the local authority, its members, partner authorities and external funders to: understand the project’s achievements to date; identify potential improvements in project delivery; and establish a forward strategy for the programme.

The forward strategy assessed whether there was an ongoing need for delivery of a similar model based on current service delivered, established a series of recommendations for improvements to service delivery, and to identified potential programmes/funding streams to support its continued delivery. Carney Green designed a bespoke evaluation methodology for this evaluation which involved: a document review, the development of logic models and impact indicators, as well as quantitative and qualitative research. 

Other projects focused on succession planning include: 

  • The delivery of the evaluation of the European Regional Development Fund (ERDF) funded Destination Chesterfield project, a key aspect of which was the production an options paper detailing a succession plan for the project.
  • The production of the forward strategy for Derbyshire Enterprise Agency which was informed by engagement with key stakeholders in order to develop the future vision for the organisation. 
  • An evaluation of the Bolsover’s Local Strategic Partnership (LSP) and Bolsover District Council’s Neighbourhood Renewal Fund,  and the creation of a detailed forward strategy and action plan outlining recommendations focused around governance, funding and operational issues. 
  • The development of a strategy and forward plan for International Trade intervention in the West Midlands.
