Leicester and Leicestershire Enterprise Partnership Local Growth Fund Evaluation

Carney Green, in partnership with associate consultants Dr Nick Henry (Co-Director, Centre for Business in Society, Coventry University) and Dr Suzanne Emmett (Director of Ceresci Ltd), have just been commissioned by Leicester City Council to conduct a Theory of Change formal evaluation of the Leicester and Leicestershire Enterprise Partnership (LLEP) Local Growth Fund (LGF). This is crucial piece of work, as it will inform the delivery of the mid-point evaluation in 2018, and the final evaluation in 2020 and hence the successful delivery of the LGF programme.

The commission will involve:

  • Delivering a succinct Theory of Change review which will inform the ongoing evaluation for the programme.
  • Creating Logic Models for the 16 projects to clearly show each project will endeavour to contribute to the overall programme aims, as set out in the Theory of Change review.
  • Developing a framework and related tools to support the evaluation of the programme moving forward (enabling evaluation to occur at project, theme and programme level).
  • Ensuring project-level staff can successfully collect the desired output data and that this does not have a negative impact on their capacity.
